Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of conflicting incidents captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: hopeful statements are issued from different nations. Significant resources is devoted on restraining particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the key method for achieving "resolution".
After-Dark Attacks
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is capable of detecting projectile deployments from enemy soil, a capability enabled by up-to-date information. From witness perspectives, defense planes that had been dispatched to engage hostile guided weapons streaked across the sky – sophisticated military planes delivered to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings targeted at a Russian ballistic missile. This was a modern interception technology at work, probably delivered by Western nations. Every launch creates sudden vibrations, shaking the windows. The moment of terror quickly transforms into grim resignation: possibly the approaching threat won't strike its target this time, sparing the city from ruin and another blackout.
Persistent Threats
Not long after, a large-caliber weapon opened up on a drone somewhere nearby, part of a defensive team – most likely imported technology. Regrettably, the projectiles didn't strike the hostile drone – it maintained course toward its destination.
Periodically, this carried on until dawn. Kyiv faced the daybreak reports: several casualties, devastation and utility failures in multiple buildings as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those entire period encapsulated Ukraine's essential dependence on external assistance – a dependence that neighboring countries are clearly incapable to substitute in the short term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership generated strong feelings, debate and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.
Every new initiative from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually win the battle. This trend will, undoubtedly, continue.
Tactical Assessments
It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. US administration works based on a premise understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The White House believes that it is unrealistic to compel Moscow to surrender the areas that it already controls in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from thinking that the situation will not shift further in its benefit in the coming year.
Opposing Positions
Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing civilians and areas but avoiding a total frontline collapse until circumstances change in its favour.
Current Realities
Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are coming into play: personal goals to mediate resolution and secure international recognition, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unacceptable, so that their attention does not switch to homefront challenges. And although their objective will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a mere seven days to kill the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, latest revelations, all served their function.
While new proposals based on old ideas are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and demonstrate certain reluctance to modify developments, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, mainly require ongoing international assistance.
